I can't open my subscription page.

I want to manage my billing config. Each time I click the billing page, there is always a dynamic progress bar on the page(See picture 1). A few seconds later the page turns to be an error page(See picture 2).

 

Please help me to solve this problem. Otherwise please cancel my subscription setting. Every few days, there will be an email sending me saying the subscription has failed!!!
