It's not clear to me if the paid Personal or Professional plans are "family plans" or just for one person. Link to comment

There is a Teams account that allows multiple membership, but it involves extra admin and a minimum subscription level that probably exceeds two memberships. It is possible to operate with one Subscriber and one free account, since the accounts can share notebooks and each notebook has limits related to the 'owner' account - so if the subscription account shares a notebook to the free account, that notebook has the same limits as a subscriber even when used in the free account.
