Don't know why ChatGPT can't see a public URL, but you'd need to take that up with their Support - maybe its a security thing; they don't want users to be able to feed the service what might be a compromised web link. Evernote has no way to magic the system. Is it not fairly quick and easy to copy/paste note content into a document file and then into the AI...? Link to comment
