When starting a new note...

I've noticed when I start a new note from the web version I have in the body: To-do list, Add more, and open gallery. When I do this from the Windows client, To-do list will be there for a second and then disappear. Add more and open gallery remain though.

Does this happen for anyone else?

I wonder if the template icons you add to a note for quick access are device specific. Have you tried adding the to-do list from the windows client (ie Add More -> to do list)
