Shortcuts list not showing all shortcuts

The Shortcuts menu is visible. It shows a few of the Shortcuts I had in version 6. But not all. I found one of my notes that is supposed to be in the list. In the note options, I chose to "remove from shortcuts." Then I chose to "add to shortcuts." A yellow star now appears on the note. But it makes no change to the Shortcuts list whatsoever.

I have tried adding other notes to Shortcuts. I cannot make any new notes appear on the Shortcuts list.
