How to create horizonal split screen?

I recently had to reinstall Evernote for Windows after reinstalling windows.

I can't find a way to recreate the screen layout I had before which approximates to the one in this article https://medium.com/swlh/evernote-a-desktop-setup-for-optimal-productivity-in-10-minutes-7bb067045b93

The most important things I want are to 

a) have the list of notes in a notebook displaying only titles not a preview

b) have the actual note view below the list of notes in the notebook

I can't see anything in the View menu now that will let me have a horizontal split.

Can someone tell me how to do it?

Click on ^that^ and select "Top List"
