I just updated Evernote Plus from ver. 10.8.5 to ver. 10.9.10. When I then start Evernote, the program stops with an all-white window with the menu bar in place. In the Job List, I can see a bit of activity in the four features that are running. I have previously experienced the same with ver. 10.8.5, but then I could move on by forcibly unlocking using the job list and then start again. But now it does not help. I use Windows 10 Pro.
