I just updated my desktop app to the new version (to get the dark mode feature), was doing a summary of a book Im reading and stumbled on this problem, which is apalling and Evernote really should bring the justify icon back. Fortunately I discovered, by searching on the hotkeys list, that you still can justify the note text by pressing "Ctrl + Q", which unfortunately is also the same hotkey for the action "change to", which causes the annoyance of the screen pop up but you can simply click out and the pop up is gone.
