I am sorry my explanation and screenshot provided was clear. If you look at the screenshot, Hide Unassigned Tags is checked so in that group of notes I selected to edit tags, only the tags that are in those notes are shown, not ALL TAGS. So if for simple example, I want to apply all the tags from the selected tags so they all have the same tag, I just check the box next to the tag. Its that simple. The most used feature in Evernote for the way I use it was "Hide Unassigned Tags". The main reason I use Evernote is to keep records of all my receipt and documents. I very rarely use it as a notebook. With that, I tag all my receipts with the same tags depending on what they are. If I scan 20 receipts, with Legacy I could select the receipts that would have the same tag and select an already tagged receipt, then select Tag Notes where a window comes up with checked boxes that show tags that are in all selected notes and dahes showing at least one of the selected notes have that tag. From there I can quickly select each tag I want to apply to the selected notes. This whole process takes a few seconds and ensures all like notes have the same tags. The v10 + way, I have to either tag each note individually and hope I got all the tags or select multiple and start typing a tag name but have to remember what tags apply to those notes, leaving me to either bring up a note with the tags I want and try to remember them as I type in the search box. This can take several minutes per note. Now that I am invested heavily in Evernote, any removal of frequently used features can be problematic. I have emailed support multiple times but no luck, I am just an outlier and am not important. Just seems like this would be an easy add. I know I am not the only user that would like this feature added back.
