I have same prolbem. Even I usded NordVPN, I can access Google and evernote.com by Internet Explorer, but cannot login Evernote International from 4/15/2020. This problem maybe China Yinxiang Biji client need a bugfix to access evernote.com by https, or other bugs. I can login with Evernote client downloaded from Windows Store, but I lost my notes from 4/15/2020, I need a way login Evernote International account with Yinxiang Biji client. VPN / IE options / DNS / re-install / restart pc ------- all tried, not work. China users using internation account should download evernote windows store client, DO NOT USE YINXIANG BIJI client.
