Yes, but I like having my notes ordered by date added. What you are suggesting will bring anarchy and chaos to my system. Thanks though.

"a note rather than as an attachment on the note" -- This is perfect! the iOS pdf situation is just weird. Seriously. Having this random little rounded rectangle taking up 1/3 of the note width. On Mac, it's common to accidentally select the entire PDF and sometimes delete it by mistake, or even drag it causing the need for a re-sync of the note.

It would be so great to be able to pin notes to the top of a notebook. For example, I'm a student and I'd love to be able to easily refer to the study guide whenever I'm in my -- for example -- maths notebook. Using shortcuts isn't an option because this will only clutter up and shortcuts and block me from getting to stuff I actually want there.
Think Spark's ability to Pin Emails to the top of the page.

Right click on a PDF in Finder then click 'Get Infor' and change 'Opens with:' to PDF Expert.
Let me know when you get it sorted:)

I also use PDF Expert but it isn't fragmented. All you do is set PDF Expert as your default PDF app, then double click on the PDF within Evernote and it'll open the PDF in PDF Expert. Any changes you make to the PDF will then be saved in Evernote.
You can have multiple PDF's open from different parts of Evernote and be editing them simultaneously, with all changes being synced. It's perfect.
