I am seeing the same thing on the Mac. In one notebook I was working in tonight, one set of notes with tags did not show up at all. With another tag, when I filtered, I only found half of the notes with the tag. Also, when I tried to search for untagged notes using "-tag:*" it did not find the untagged notes in the notebook. I believe it worked a week or two ago.
