SOLVED! He had never finished setting up his account, specifically, he hadn't verified the email on the account. He did that - now it works seamlessly.

It took several tries to share my premium notebook with a free user, and I'm trying to share a different notebook with a different free user. NOTHING gets sent to user nor is an error reported. it worked once - in Feb 2021. Hasn't worked again. What's up?
