I can't create tags despite being an Admin on Evernote Teams.

I've signed into the Evernote Admin Console, and my account is confirmed as an Admin. When I access the Tags section, I can't create tags. However, if I create a note in Evernote and manually add a tag, it appears in the list. Yet, using this method, I can't nest tags under other tags. How do I PROPERLY create tags as an Admin in Evernote Teams?
