I had the same problem, and since I was not able to solve it, I came to this forum to read. As advised, I downloaded Evernote again and overwrote the previous version. After opening, the message of the storage being full disappeared (finally! as I have 350 Gbps available, so it wasn't very pleasant to have this warning every time I opened the app).
