Can't add backup phone number

I have two-step verification enabled with Google Authenticator and that is working fine.

 

I tried to add a backup phone number. In the Set Backup Phone Number box, I changed the country to United States (+1), then typed my wife's ten-digit cell phone number using the format xxx-xxx-xxxx and clicked Continue. I got the error, "Enter a valid phone number that can receive SMS messages." I tried again with the phone number in the format xxxxxxxxxx, but got the same error.

 

I know the phone number is correct. What am I doing wrong? Thanks.

No, I never did. I'll try it again and see if I still have the problem.
