Problem: It says I reached email quota. I've sent 1 email this month?

I am a basic user.  I almost never use the "email to evernote" feature.  I decided to use it for a receipt today, and it bounced back saying i had reached my quota.  Everything I've read says I get 200 emails a month with the basic account.  This isn't a question of miscounting ("am I sure I didnt' send 200?").  When I say I never use it, I mean I don't.  Its been at least 6 months since the last time I used it.  

 

Am I must misunderstanding?  Is it 200 emails ever?  In which case, that does sound about right.  But I'm trying to figure out what's up.
