Offline speech to text with Evernote Premium?

Is it possible to get speech to text offline in Evernote Premium?

It would help if you said what platform(s) you're using. If you're referring to the Android app, I believe that Evernote uses the built in Google transcription which requires online access. That would not change with a premium subscription.

iOS's speech to text requires a data connection.
