iPad pdf highlighting opaque

When I open a pdf document in edit mode and then try to highlight, initially the highlight color is transparent but once I let go of the trackpad (or lift the pen) the highlight becomes (and stays) opaque.  Not useful at all.

I’m running iPadOS16.6.

As well, it would be nice if my highlighting could follow the lines of the text in the pdf document (the way the select tool does) but I can’t figure out how to do that either (tried holding down shift key, etc when dragging highlight tool).
