Can’t Select Notebooks for Offline Use

I appear to be stuck between a rock and a hard place.  I am using the latest version of Evernote on an iPad Pro M1 12.9.  Having grown frustrated waiting for all of my Notebooks to be available Offline (my iPad is what I do all my work on, I can’t leave it sitting with Evernote in the foreground for however long it takes to make my Offline notebooks sync and there has been no meaningful progress for months), I decided to create a couple of Notebooks just for offline use.  Imagine my surprise when I tried to use the “Selected Notebooks” option for offline Notebooks and discovered that I can’t turn off the switch beside any of my Notebooks.  I grey it out, get a question about deleting any downloaded notes, agree to it and it then switches the option back to green.  I can’t unselect any Notebooks.  This whole situation is farcical.  And yes, I have deleted and reinstalled twice - makes zero difference.  Anyone else having this problem?
