Bug when moving notes

Hello I am not sure where to post this discussion. Long time user of evernote enjoying the app. I notice there is a bug when wanting to move the note to another notebook. The scroll bars keep constantly bouncing up down quickly by itself. I do not know if its because it maybe a resolution issue? I am using Microsoft Surface Book 1st edition. The application is updated I tried opening and closing. It does not seem to do that on my desktop just on my laptop only. Any suggestions would be great.
