Unable to paste images into web client OR Windows client

Evernote 10.3.7 build 2018 public

Microsoft Edge Version 86.0.622.68 (Official build) (64-bit)

I have a local html file that contains a link to an image that is also local.  I open the html file in Edge, right click on the image and select "Copy".  Then I go into a brand new not, right-click and select "Paste".

A blue circle starts spinning and just spins forever.

This behavior occurs regardless of whether I paste into the web client or the Windows client.

I have uninstalled the Windows client and re-installed and the behavior persists.
