Evernote Space Note - "Copy Shareable Link" grayed out how to enable?

It seems Notes within the Space that has the "allow others to invite" option this option "Copy Shareable link" is enabled.
How do I modify a Note/item within a space to enable the "Copy Shareable Link" option?

 

This happens even for users that created the note. Once the note is created, it seems there is a permission that needs to be set allow sharing of notes. Within our 'Space' about 30% are not shareable and rest are shareable - but I cannot find the option to change the setting on a per note basis.
