My Nested Bullets and Numbering get screwed up in some notes

I use the Web app and the iPhone app. I use nested bullets and numbering a lot on my notes. However, sometimes the numbering and bullets get screwed up once in a while. There are some notes that I fix over and over and some days they got screwed up again, to the point that it's hard for me to know the nested order. For instance, the following numbers:

1. Line 1

     1. Line 1, subline 1

     2. Line 1, subline 2

2. Line 2

     1. Line 2, subline 1

     2. Line 2, subline 2

3. Line 3

     1. Line 3, subline 1

     2. Line 3, subline 2

 

They may get scrambled to something like this. Which doesn't make any sense?

1. Line 1

2. Line 1, subline 1

•  Line 1, subline 2

•  Line 2

•  Line 2, subline 1

1 Line 2, subline 2

2 Line 3

• Line 3, subline 1

• Line 3, subline 2

 

I attached a real example. Any ideas on how to prevent this issue?
