Unable to select folder or tag when clipping a webpage

 I am using Safari on my iPhone 8 to clip web pages. Some in reader mode, some full page.

 Sometimes the box for selecting a folder is blank and I am not able to put the new note into my desired folder.  The box for selecting a tag is also blank and I cannot access my list of tags  

 I haven’t detected any pattern to this problem. Does anyone know how to fix it?   Many thanks
