I've updated NVIDIA Game Ready Driver to 556.12, the problem remains. Web tech is hard to resolve problems for me...

By the way, can we disable GPU rendering for Evernote? Although rendering goes slow, if setting is available and this issue can be resolved, it is better workaround I think.

Yes. Chrome and other Electron-based applications work well, and only Evernote goes wrong as long as I have seen. I don't know what differences these are.

I also encountered similar problem, and found NVIDIA GPU related things seems to eat CPU time. ("NvMessageBus.dll" is NVIDIA's module) I sent this to support and got "we will fix" mail. I use Evernote for Web for now and wait fix...
