Keyboard shortcuts unavailable with Dvorak keyboard layout

I'm running Evernote app (10.8.6) on Mac OSX Catalina (10.15.6).

The keyboard shortcuts do not consistently work when using Dvorak keyboard layout. For example, in my browser, I'm able to use shortcuts to format the text when typing in this box, but I'm unable to use "cmd + i" to get italics in the Evernote App. I am able to use "cmd + b" to make text bold, however.

If I switch back to the standard "US" keyboard," it works fine.

Please let me know if this is a known issue, I was unable to find anything about this in the forums.
