Annotate PDF stopped working on Mac

I have been annotating a course workbook for a few weeks off and on. All of the sudden when I click the the "Annotate this PDF . . ." option nothing happens now.

How can I troubleshoot this?

Update 1:

I tested "annotate" on another PDF and it is working fine. So there must be something with the current note / pdf causing this.

Update 2: 

I dowloaded and made a copy of the PDF file. Then I opened in Adobe Acrobat and edited the file (optimized size) then saved the file under a new name. I then created a new Note with the new PDF and Annotate still will not work. It must be something with the PDF file (link in update 1) and the current annotations?

Update 3: 

I exported the PDF to Word format then from Word saved back to PDF format. When I import that new PDF into a Note, Evernote does let me Annotate. However, I lost the ability to edit any previous annotations (there were several) and some of the annotations were garbled during the transitions. 

The PDF that is linked in Update 1 needs something done to it to make it annotatable. Any ideas?

Thank you for the reply.

It annotated for several days before stopping. There were no direct edits to the PDF file using any other program before it stopped annotating. So the file permissions is probably not an issue.

You may be onto to something with the size. Maybe there is some limit to how the annotations are stored against the PDF and my markups exceeded this?

I am new to these forums. Is there any way to get this escalated to support?
