Share (publicly) file attached to a note?

I know I can click the share button (for the open note) and get a link for (publicly) sharing that note. But what about sharing a file that's attached to/embedded in a note? I can copy the url, but if I later try to download it (using wget), it won't allow me to do it unless I'm logged into Evernote (which is not exactly "public" sharing). Help?

I don't know what "wget" is, but I have found that if you click on the Public URL Link, it will open the note in a web browser, and you can then click on any attached files to download/open.
