How do I add to someone's Community Reputation?

So, "click the + button under their name" per @Metrodon has nothing to do with increasing reputation.  The only way is to "like" the person's post.

I think so, JMichaelTX. Metrodon was informing where one went to look up someone's reputation.

Now, new question, how does one "mention" some one in a post, officially, like the two underlined names in the prior sentence?

Adding the @ sign like @JMichaelTX ?

re: user references in postings

Of course you can type the users name and underline it as per your example. 
A better way is as you noted, @TdeVuse the @ symbol - it gives you a drop down list that gets more concise as you type in the name
As well as being more accurate, it flags the posting for the user
It would be nice if this was documented somewhere.
