How do you make a local notebook?

Whenever I try to make a new notebook it doesn't give me the option to choose between local and synchronized notebooks and automatically creates synchronized notebooks.

If you are using Evernote Windows, it looks like they changed the procedure recently.

 

Now you have to use the drop down menu

 

>File

>New Notebook

>New Local Notebook

This is a pretty fundamental change of procedure how about letting people know about changes like this instead of wasting our time having to search for an answer.

That, and why change it in the first place?  You can still right click to create a synced notebook.....
