Shared Notes can not input a tag, even though note exists with tag

How can I use tags in shared notebook.

Note was input into notebook that is shared with all the tags in the note.

Go to account with which the notebook was shared.

Can not use the tags in the account the notebook was shared to.

Get the error message:  Only tags that are already in this notebook can be added to this note.  Right below this message is a note with ALL the tags in it.

How can this be fixed?

I seem to be able to do this fine. What Evernote client are you using? Windows? Mac? Android? iOS? Web?
