You can edit plain text-only notes from the mobile web interface, but not rich text notes with formatting and/or images, attachments, etc. The reason is that the mobile editor doesn't give any way to safely edit notes that contain anything other than plain text.

Try making a new note from the phone itself, and see whether that gives you the "Edit Note" option. I'm guessing that the other note has some small/subtle formatting in it that is preventing it from working.
