(Archived) What does "sync data on power-up" do?

I looked around for an explanation of the settings of the Android version but couldn't find one. I can think of two interpretations of this setting but am not sure which is correct...

1) Sync data each time the phone is turned on.

2) Sync data when the phone is turned on for the first time (i.e. you had it turned completely off).

Every time the device boots from a cold state, this option will cause Evernote to try to start and sync.

This isn't related to the "sleep" mode where the screen is black until you touch a button, and then it comes up quickly.
