Reminder Default Time Settings

I've just started using reminders with EN-for-Windows app.  I've noticed when setting a reminder the time appears to be different with each note, perhaps a reflection of when the note was created/timestamped etc.

Is there some configuration setting/option so that every time I go to add a reminder it defaults to a Time of 9.00.00 AM?

No; there's no configuration option for default reminder date/time
