i haven't been uploading for some time, and its pretty much stuck. every month it says i've reached my limit.

Basically, the limit to a basic account is known. Lesser known is this: What reduces the total is any change of existing notes. Every time a change is done, the note will sync again (yes, the whole note including attachments, even when they were not touched).

So depending of the individual use case, the upload limit can be reached without even any uploading of new content. Just modifying or revising a lot will quickly eat up the monthly allowance.
