I've automated processing with scripting (Mac). Duplicate Note also works.
Pretty sure I saw another thread somewhere here confirming that the current limit is 20, but implying that there will be more options in future. It's a new feature, so I'd guess the teams don't want anyone basing a whole operation on templates just in case there's an overwhelming need to drop / suspend the service in the short term. Once any bugs are worked out - or they've added all the necessary bells and whistles - there will presumably be a more complete roll-out.
In the meantime as @DTLow pointed out, Macs have scripting options, and desktops generally have the 'save a special blank note in a notebook and copy it to duplicate the layout' possibility. Some -maybe all now- mobile devices should also be able to copy and edit template notes from their own account. Windows users have their own special power of being able to export a template note to a desktop ENEX file, and double-click that icon to create a new template note. I have a template notebook in Evernote, several ENEX templates in a desktop folder, and Evernote-saved Templates. Maybe I'll tidy some of those up a bit next year...
