Tags can not be added by shared users

We want to use evernote as a team and choose this software because of the nice tag functionality. We have the use case that different users want to add new tags in a notebook. The issue with this is that a notebook is owned by one person which is the only one who is able to add new tags. Next to the "read" and "write" permission when sharing a notebook we would need another option: "allow to add new tags". 

Is there a solution for this? Otherwise evernote will not be the right tool for us.

Confirmed; tags in a notebook are owned by the owner account, and can only be added by the owner.

My solution is to add the tag to the title (tag:newtag).  
This is searchable
- notebook owner can follow up
- users can search for the new tag

This is by design, at least that's what was stated in these forums. I'll see if I can find a link. A non-owner can only tag notes with tags that exist in the shared notebook.

Note that, at least as far this post says, this is different with the Business product.
