Evernote Notebook limit was supposed to 10,000, but I am limited to 1,000

I purchased Evernote Business because I wanted the 10,000 Notebook limit, but now I am told that I am limited to 1,000 Notebooks.  How do I get my 10,000 Notebooks (and, I do not want to use tags).
