Nope - with the advent of Cortana and Siri and "OK Google",  Evernote retired their voice to text feature - check into the voice commands of your OS.

I'm not understanding either - neither of these threads is about file conversion. 

Answering anyway - many audio apps will convert from one format to another;  try a general internet search for options.

Is this an Evernote question?

You'll have to look into conversion software/services
