Thanks for pointing this out, @PinkElephant. I think I'm late to be disappointed by this limitation in v10.
Evernote should outright withdraw from Shortcuts then as it's misleading.
There are apps with Evernote integration that still work like Readdle's Scanner app Workflows. It's not clear to me what the difference would be here, should be same or similar APIs.
For my part, I'll see about routing through an app like that instead for now. I'm not sure how I will get informed once Evernote properly supports Shortcuts again though.

At some point in the last four months or so the iOS Siri Shortcut action "Create Note" for Evernote broke and all created notes now go to the default notebook instead of the designated notebook in the shortcut definition. The notebook option still shows, but the new notes always go to the inbox.
I've reproduced this from scratch, logged a support ticket and was told that this notebook option in the Shortcut action that was there and working before and is no longer working is actually a Feature Request now.
I'm looking for a suitable work-around from iOS that will allow me to use a combination of notebook and tags during single action initial note creation with an attachment. I had a look at Import Folders from iCloud drive but you can't use tags in that process, unfortunately.
It seems my workflow of using both tags and notebooks is the limitation here, at least when it comes to iOS Shortcuts. But changing my workflow is time consuming and burdensome, even if it's just to organize the created notes from default to specific notebook (too many per week).
As such, I'm hopeful for a work-around. Let me know, thanks!

Cannot Set Notebook via iOS Siri Shortcuts Create Note Action
in Evernote for iOS Issues (Versions 10.0 and above)

Thanks for the suggestion. I suppose this approach requires a paid IFTTT account as the free one would limit you to five tags/notebook destinations.
On my side, I’ve taken to recreating all of my shortcuts as “Send Email” actions to my Evernote address, using the Subject line for notebook destination and tags. I’m not happy about having to do this and it’s taking me some time to switch them over, but at least the outcome is more certain than using the old Evernote shortcuts.
The only thing is having to delete the old sent items so it doesn’t balloon the email account size. I’ve set a Mail rule to delete the shortcut-created sent emails, but that only works on the Inbox. I’ll have to write an AppleScript and set it on a schedule, maybe via something like Hazel app on a Mac.
