I've had this issue since October 2020, and I find that not only do I have to shut down Evernote, but I have to bring up the Windows Task Manager and kill off a half-dozen or so evernote.exe processes. Then restarting Evernote, the problem is resolved . . . for a few hours. I'm frankly shocked that this issue - which has been documented since November 2020 - has not been fixed yet. It must be a real doosie of a problem!
