”all files” export was an option for Evernote Legacy; notebook assignment was not preserved
With Evernote v10, “all files” is not an option; each notebook has to be exported individually

On Windows and Macs, there’s an option in Settings for an offline copy of the data
but I find the format not useableI used the export feature to get a copy of my data

Evernote is a cloud service, with data stored on the Evernote servers
There is an offline option with data stored locally, however it’s not in a useable format -

To recover, I fall back to the text search feature.
Creation date could also be useful
Also I have a consistent naming/keyword standard for documents
fwiw I’m not seeing it as a notebook vs tag issue.

But only changed notes; based on modification date -
Local Notebooks; notes are only stored offline on the device - there is no sync to the cloud or other devices
Local Notebooks are only supported by the Evernote Legacy product

That's how I scan my documents; I set the file type to pdf in Scannable>Settings
Note, this scanning feature is built into the Files app

As I recall, this was a hack and would only sort the lowest sequence tags
My sort by tags solution is an Applescript; which worked just fine with Evernote Legacy on my Mac -

I use a daily planner note to time-block my day
