I got the same problem. I am not very impressed about the Evernote program at the moment, to much problems with functionality that has been working for years. Wondering if the is testing the app before launching. Evernote solved a problem I reporter for a while ago last week - can not to move notes to a stacked notebook. This was ok for just a couple of days.

Same issue here. I have reported this and have a dialogue with support. They wanted me to log out from Evernote and restart the iphone as a solution. It didn’t helped.

I have 8000 docs in my noteboks. try to move the notebooks who have started to be downloading from the list if download. It would not change from green to gray, so this is not a solution on my iPad Mini v2 iOS 14.1, Evernote version 10.1
