I've waiting for better handwriting solution on Android/ChromeOS platform for years and absolutely NOTHING was done so I gave up on Evernote and I am using other app. Certainly Evernote was the best note taker app for years, but years ago. Today Evernote is an VERY OLD application that hasn't been improved for years.... form me it is 10 years delayed compared to competitors. Just a tip: compare handwriting features to Nebo, Bamboo Paper, Squid or even Samsung Notes (there are dozens more)
