Sync Issues/Connectivity Issues [Especially if in Vietnam]

Same connectivity issues from Thailand. Web doesnt work, UNTIL I put VPN in Opera on. With VPN working I CAN log in. Windows 10 evernote app latest version does NOT work. It says: cant connect to server. please try later. Log entry: 0% HTTP request failed, code: 429, error: OK
