I just heard back from the support team. The support team said that the product team is aware of this issue and isn't planning on doing anything about it but they are tracking it. If you think this issue is annoying I rec opening up a support ticket. Sounds like if enough people open up support tickets they will resolve this issue.

Agreed. This happens when I am scrolling through a long note and is absolutely infuriating. Has Evernote abandoned beta testing???
