I am experiencing this same issue now using the standard evernote desktop webpage. My bullet lists were formatted correctly when I was using the app exclusively, and then I went to go back to a note using the desktop browser (as I'm not a premium user and can't add the third device I'm currently using) and all my bullets reverted to the first top level bullet. This was supposed to have been fixed last year, unless there's been an actual development from your engineering team I'll be moving immediately to any other service, because this is not something that I can use going forward if all of my formatting may just disappear.
