Is there really no timeout feature for people trying to brute-force usernames and passwords that they bought for $50 on the black market? Is this real life?

It's pretty clear that there has been a breach / Hack at Evernote and they are not being transparent or forthcoming with their user's data. Why do so many users claim to have iPhones from Vietnam logging into their accounts (myself included)? The responsible thing would be a press release so users can secure their data--delete their accounts or adding additional security. 2-factor authentication is not required on sign-up, why?
