    I can confirm that we've also started experiencing this in recent updates. We can still drag the finder - however nothing like slack, Jira, Gmail etc work. Additionally, we've noticed that when you drag to your desktop, then take another screenshot, it deletes the previous one, so you're unable to take a sequence of images. -- Can also confirm downgrading to 2.8 fixes both issues.
